File → New From Template let you to create a new page choosing a template.
New in Bluefish 2.2.4:
The template loading changes: it is no longer in the preferences, but it just reads all files in the directory with templates, and all files in ~/.bluefish/templates
So if you want to add a template, just copy it in the templates directory and you're done.
